MEMORANDUM OF UNDERSTANDING

This Memorandum of Understanding will regulate the sending of French researchers by the Institut National de Recherche en Informatique et en Automatique ("INRIA") to the Institute for New Generation Computer Technology ("ICOT"), The purpose of sending of French researchers to ICOT by INRIA is to contribute to the research and development in artificial intelligence and computer science.


Article 1.

ICOT will receive not more than two researchers designated by INRIA during each Japanese Fiscal Year covered by this Memorandum of Understanding. The first such designated researcher will be sent to ICOT by INRIA during Japanese Fiscal Year 1987 (April 1, 1987 to March 31, 1988). The length of stay of the designated researchers will be from 6 months to one year, with longer or shorter stays subject to mutual agreement between ICOT and INRIA, on a case-by-case basis.

Article 2.

ICOT will make available, to researchers designated by INRIA, research facilities and equipment equivalent to those made available to ICOT's regular research staff. INRIA will designate to ICOT researchers well-qualified to carry out their proposed research. The designated researchers (over postdoctoral level) will be selected according to scientific selection committee formed by French side headed by the INRIA representative. Prior to designation and selection of researchers, INRIA will provide ICOT with a resume of each proposed researcher and an appropriate description of his or her proposed research and will obtain the advance consent of ICOT with respect to each researcher whom INRIA wishes to so designate and select.

Article 3.

The relevant rules and regulations of ICOT will apply to researchers designated by INRIA while carrying out their research activities at ICOT. Each researcher so designated will be treated in principle in the same manner as ICOT's regular research staff while carrying out his or her research activities at ICOT.

Article 4.

The French side will assume all costs for the travel to and from, setting up, and maintenance in Japan of those researchers whom it designates to ICOT. ICOT will assist the designated researchers to integrate themselves and their work into the regular activities at ICOT.

Article 5.

ICOT will facilitate to the extent feasible, with appropriate contact with the relevant authorities, the granting of visas and other forms of official permission for entry into and exit from Japan of the designated researchers and/or accompanying family members and equipment and supplies when required for the research proposed.

Article 6.

It is intended that research results obtained by designated researchers at ICOT shall be published in the scientific and engineering literature. Upon publication of such results, due acknowledgment of the support provided by INRIA and ICOT shall be given.

Article 7.

Representatives of INRIA and ICOT shall confer annually to discuss administrative matters arising under this Memorandum of Understanding.

Article 8.

All questions related to this Memorandum of Understanding or activities carried out hereunder shall be settled by mutual agreement between INRIA and ICOT.

Article 9.

This Memorandum of Understanding may be amended through mutual written agreement of INRIA and ICOT.
